I really want to purchase VBulletin software,
I just read a post where it was confirmed,
Ib converts to Vb, however, is it as simple as installing a board,
whats involved?
also, if i purchased the 2.x version that converts with ib at the moment,
how much would it cost to upgrade to 3?

On this site you won't find any vb3 skins, maybe a few free ones, but nothing that got stuck in my mind :)
If you purchase a vBulletin license you get access to the member area.
In this member area you can find a download section.
You get 12 months access to this download section.
In this download section you will find the latest stable release (2.3.4 at the moment) and the latest development release (3.0.0 RC3 at the moment).
You can purchase license, get the importer for IPB to vBulletin version 2.x and convert your site. Then upgrade from 2.x to 3.x without additional costs. Just goto the member area, download section, and get version 3.

vBulletin-Germany.com (german version of vBulletin(.com)).
There are no official skins sites. Just unofficial third party sites which you might find through google.

As you can see there are more vB2 styles than vB3 but the design for vB3 is still changing.
